4. Conception of „Ecopolis“

4.1. General Characteristics of Conception

The concept of „Ecopolis“ (hereinafter – the Concept) – is a description of the basic ideas, principles and rules, pursuant to which the construction of a development strategy for the creation of a harmonious living environment of the community of the future.

As the basis of design are the principles of the modern theory and methods of municipal management with innovative technologies. The development is based on the ideology of planning „of the desired“, not on the constraints and the current levels achieved oriented, but in search of fundamentally new features.

The concept is aimed at solving the following issues of the time:

• Why is it necessary to change the principles of the interaction of nature and human society?

• What are the conditions under which the local community will ensure environmental protection, economic efficiency and social justice?

• How can a viable system of management of the local community to be organized as part of the trio „the power – the citizens – the science“?

• How to solve the problem of establishing a new generation of managers who think and act creatively and efficiently to use the resources available at the level of city government?

• How a person can be oriented in today’s society to the natural transformation of his thinking and giving an impetus to a positive direction?

• What are the alienation of man from the power and the
Creator of your own life and the environment to overcome?

This document presents the basic principles of the development strategy illustrated by the example of a section of Ecopolis.

4.1.2. Objective:

To ensure a high quality of life of the population on the basis of balanced solutions to problems of social and economic development and preservation of a favorable environment and the natural resources of the potential of the territory.

4.1.3. Tasks:

¨     Establishment of a legal framework for the transition to a qualitatively new stage of development.

¨     Use of ecosystem approach taken in the impact on the environment through a complete waste disposal and cleaning of rivers and waters.

¨     The integration of environmental aspects in the process of improving the structure of economic activities.

¨     Develop incentives for environmentally conscious economic activity and the determination of the limits of liability for their environmental and economic results.

¨     The mobilization of internal resources and investment to ensure the flow of capital.

¨     Creating favourable conditions, to cover all needs of people and their spiritual, mental and physical development.

¨     Training of highly qualified personnel.

¨     Establish an effective system of advertising and for new ideas as well as an appropriate regulation of training and education.

¨     Creating a system of self-sufficiency of the people, at least with food.

¨     Introduction of technologies for the construction of environmentally friendly energy independent houses.

¨     Widespread introduction of ecological systems with energy self-sufficiency by using fully renewable energy sources.

¨     The creation of a new system of education with the interaction of children and adults.

¨     The implementation of a new approach to maintaining health.

¨     Creation of an environment and a lifestyle that offers the spiritual growth of man’s self-realization, and the pursuit of happiness.

4.1.4. Principles:

¨     The harmonious interaction of man and environment: „Saving, do not harm, multiply“.

¨     Equal emphasis on the economic, social and environmental components of the development of society.

¨     The active participation of the affected sections of society in the development and ongoing implementation of the concept

¨     Continuous development, introduction of innovations while maintaining the best performances of the previous period, the cultural and historical traditions of the area housing the section.

¨     Openness as attractive for cooperation on international and interregional relations.

4.1.5. PhasesofDevelopment

1st Phase: Technopolis – Industrial Zone of innovative Ecopolis. Here is created how to activate and accelerate the innovation process to promote even faster and more effective the use of technical and technological innovations. Technopolis is the core of the regional center for the development and production of high-tech products of world class. The program of activities of the Technopolis includes basic and applied research with subsequent implementation of their results with in-house production.

2nd Phase: Eco-estate – It is a place where every family in their own home lives up to 1 acre in private ownership on the territory with real estate. Plot size and shape should be enough, at least with food to ensure the self-sufficiency of the family, and should provide a sustainable, self-sufficient ecosystem that offers the principle of symbiosis between man and nature. The eco-estate is a territory in the development of the necessary infrastructure, facilities and public areas (school, church, administrative center, sports facilities, cultural facilities, parks, agricultural buildings, etc.). Ecological communities have charters that prohibit harming nature as a result of their activities, to ensure the general aesthetics of the settlement with internal rules, etc.

3rd Phase: Ecopolis – Large eco-estate or territorially unified network of ecological communities with developed infrastructure and a system of economic self-sufficiency. The Ecopolis has a system of general control over the economic and socially necessary labor (education, health) in various fields. In particular Ecopolis has the institutional, financial objectives and economic structures for the organization of businesses, infrastructure for the construction of settlements, which promote the production, harvested or manufactured in the settlement for the foreign market, organization of exchange transactions within the Ecopolis, support and innovation , inventions, technologies.

For the establishment of the Section 40-140 ha are sufficient. The section begins with 50 families. This is the number of staff required to operate the recycling plant (RP).

IV. Hedges (suburbs and counties of the external community Ecopolis section)

1)  Hedge of rows of mutually crossed (mutually grafted) hawthorn bushes

2)  Spruce tree (pruned spruce, apical growth buds are cut when a half to two meters high) – from the system of protection of areas with hedges.

4.1.6. Expected Results:

To realize the concept, it now requires on the one hand, long-term outlook and on the other hand specific, practical steps with the participation of the entire population.

The implementation of the first phase (2013-2020) should have social, environmental and economic impact on the quality of life for Objective and result in an improvement of ecology and sustainable economic growth. This makes for a support of the people and the governments of each country and will allow a portion of the proceeds to invest in further implementation of the concept.
